Grant Street
Route 28 was originally assigned to Grant Street and traveled from 22nd St & Lower Buckeye Rd, along Durango St, up 19th Ave, along Pima St, up 15th Ave, along Grant St, and up Central Ave, to Central Station. The route was merged with route 10 on January 14, 2002.
Lower Buckeye Road
Route 28 was reinstated on October 27, 2014 when the section of route 10 west of Central Station was eliminated and the segment along Lower Buckeye Rd from 75th Ave to 22nd Ave was added to the new route 28. Route 28 did not replace the route 10 service between 22nd Ave & Lower Buckeye and Central Station, though. More recently, on April 23, 2023, route 28 was extended west to Lower Buckeye Rd & 99th Ave.
